Out of state Off-Roster transfer

Ok i saw an old thread on this and didnt want to bump it and I saw the usual arguing with no definite answer

my niece who lives in Tenn has been trying out different pocket carry guns and now wants to give one of the ones she didnt care for to her grandfather...a ruger LCP...i think this is off-roster....can she bring this with her on her next visit and give this to her grandfather in Los Angeles?

how is this done legally?

This is an interstate -- TN resident to CA resident -- intrafamilial transfer; find a local CA FFL near grandfather, call ahead, do the transfer there. Has to go granddaughter-> FFL+10-day-wait-> grandfather.
