bulk reloads and an ar upper

moneys been tight lately since ive been going to school, but ive managed to save a few bucks. Ive been looking into getting some cheap plinking rounds for my .40 glock 35. Ive found MTG firearms on the marketplace selling 1k rounds of reloads for around 245 + shipping. Is this a good deal? Also ive read about the whole glocks exploding with reloads and such, and ive also read its not really something to worry about unless its crappy reloads. I guess what im asking is, should i go for the reloads?
Second, with the whole yee thing and the recent tragedy, should I just bite the bullet and complete my ar with a budget upper? Or should I just wait it out and complete the project whenever I see fit, as was my plan from the start? Thank you in advance.
