What is the difference between buying a new rifle and paying for the DROS, and doing a private party transfer. Is the paperwork the same? are the fees the same also? I have never done a PPT and just wonder what it involves.

PTT vs. DROS?

Same paperwork. 4473 and DROS. $25 for DROS and I believe when doing a PPT the dealer can charge a maximum of $35 including the DROS as a part of the fee.Last edited by Shane916; 01-22-2008, 1:08 PM. -
Buying a gun from a dealer, you JUST have to pay DROS. ie. $25
PPT, you have to pay a fee to the FFL, on top of the DROS fee, which goes to the gov.
FFL fee for in-person PPT should be $10 only.
Having the dealer/FFL receive a mail-in firearm is NOT considered in-person PPT tho, so fees maybe higher.- LL

-If the rifle is C&R eligible, you can purchase from the owner without having to transfer through a FFL and you will not need to DROS.
-If you are purchasing a modern rifle, handgun, or C&R rifle from an FFL inventory, a DROS must be completed.
-IF you are purchasing a modern rifle, or handgun from a private party, you need to transfer owneship through a FFL and perform DROS. There is a DROS fee and usually a dealer-added "transfer fee'.Comment

FYI
for person-to-person in-store transfer, FFL is limited to $10 on top of the DROS fee. (PC section 12072(d))
For private party transfers involving one or more long guns, or a private party transfer involving one handgun, the total allowable fees, including the DROS, safety, and dealer transfer fees, are not to exceed $35.00. The dealer may charge an additional dealer-service fee of $10.00 per each additional firearm transferred.- LL

+1 PTP is the best way to buy and sell. If you buy from out of state, they have to mail it to a local CA FFL, who can charge you what ever they want to receive/store the item and then do the DROS."Bruen, the Bruen opinion, I believe, discarded the intermediate scrutiny test that I also thought was not very useful; and has, instead, replaced it with a text history and tradition test."
