The light saber should have been issued to him with an overpriced laser cable lock. Did he pay the laser DROS fee or are light sabers C&R?

Clearly he did not have a LSSC (Light Saber Safety Card). He could have sued Obi Wan if he took out an eye with that thing.

Although, Luke Skywalker would have been taken far more seriously as a Jedi Master if he had a patched eye or perhaps a long vertical scar down his face. He may have avoided the Mos Eisley canteen brawl altogether.
