yes but they don't want to go along with the reporting requirement:

    (2) "Semiautomatic rifle," as used in this Section, shall mean any repeating rifle which utilizes a portion of the energy of a firing cartridge to extract the fired cartridge case and chamber the next round, and which requires a separate pull of the trigger to fire each cartridge.

    (3) "Assault weapon," as used in this Section, shall mean any of the weapons designated in California Penal Code Section 12276 or 12276.1.

    (4) "Vendor," as used in this Section, shall mean any person who is engaged in the sale of firearm ammunition, including any retail firearms dealer.

    (b) No vendor shall sell or otherwise transfer ownership of any firearm ammunition without at the time of purchase recording the following information on a form to be prescribed by the Chief of Police: (1) the name of the vendor (including the name of the specific individual) transferring ownership to the transferee; (2) the place where the transfer occurred; (3) the date and time of the transfer; (4) the name, address and date of birth of the transferee; (5) the transferee's driver's license number, or other identification number, and the state in which it was issued; (6) the brand, type and amount of ammunition transferred; and (7) the transferee's signature.

    (c) The records required by this Section shall be maintained on the premises of the vendor for a period of not less than two years from the date of the recorded transfer. Said records shall be subject to inspection at any time during normal business hours.

    (d) No person shall knowingly make a false entry in, or fail to make a required entry in, or fail to maintain in the required manner records prepared in accordance herewith. No person shall refuse to permit a police department employee to examine any record prepared in accordance with this Section during any inspection conducted pursuant to this Section.

About 80% of ammo vendors won't ship to San Francisco. The law is vague enough that most don't want to deal with any potential hassles.

I am well aware of the complications common to purchasing ammunition in California and SF. But if you cant cite the specific law making it unlawful, you shouldn't refuse to do so and claim that it is illegal.

Paul already quoted the law for you in the first reply to this thread. San Francisco Police Code, Article 9, Section 615.

I'm sure they are referring to Proposition H, which was defeated.

and not a city law requiring records to be kept.

It definitely wasn't Prop H that caused most of the ammo vendors to stop shipping to San Francisco. When I first got into shooting back in 1999, everybody shipped ammo to San Francisco. I used to get cases of ammo from Cheaper than Dirt, Sportsman's Guide, Aim, Century. Then in February of 2003 I tried to place another order with Aim and they informed me that they no longer shipped ammo to San Francisco. They said that they had recently done a study of all State and local gun laws and came to the conclusion that it was illegal for them to ship ammo to San Francisco. Then over the course of the next year, one by one, most of the other ammo vendors stopped shipping to San Francisco.

Prop H didn't pass until 2005, two years after vendors started to cut off San Francisco.

The reporting requirement is in place for retailers selling ammoo ut of their stores in SF. Doesn't apply to mail order businesses selling and shipping to customers inside SF.

Ammo cannot be mailed to SF, Sac, or Oakland, its city ordinances.

Just get the City Attorney's office to draft a letter explaining that the law doesn't apply to out of town retailers shipping ammo into San Francisco and all the confusion will be cleared up.

Until then, most of the online ammo vendors are going to continue claiming that the law is too vague.
