Rifle build question?

Hey everyone my first post here,

I an interested in ordering a STAG L3 complete upper receiver From STAG ARMS I know I can have the upper sent to my home since it doesnt have the SSN. If I order the stripped lower does it still need to go to a registered FFL dealer? and I guess I have to build the lower here in the state to be compliant unless there is another way I can order a complete lower from out of state. I just want to make sure I am doing this right.

A lower is just like any other firearm, it has to be transfered to you by a california FFL. If you are going to posess it in california, it has to be built in a California legal configuration.

You can order a stripped lower or a complete lower (as long as its CA complaint or the ffl is able to make it complaint). Both would go through the same DROS and 10 day wait process.
