You're going to buy both eventually anyway.
I would start with a rifle, I like the Marlin 795 or Ruger 10/22. Get a handgun a little later(or at the same time), so far the best I have shot(that are relitivly cheap) are the Ruger SR22P and SP101 in .22.Yes, I am an electrical engineer.

And why stop of one of each?
I have dozens...each for different reasons, Lever action Marlins, Henrys, Brownings, Bolt Action US Military TRainers, S&W 17(s), 617, semi autos (S&W 41a, Walthers, etc),
Cheap to shoot and fun to use, what more reason is there to have a bunch!TURNING and turning in the widening gyre

I started with the Marlin 795,
then bought a 10/22,
then a Mark III target pistol,
then an SP101 22LR

It doesn't matter as you'll want both. Rifle is easier to start shooting with. What's on sale at your local gunshop? Another vote for getting both.
A good dedicated .22LR semi auto handgun is the Ruger MKIII, as far as rifle a Ruger 10/22 in semi auto or a nice tube fed bolt action rifle.
I happen to also have .22LR conversion kit(s) for my glock(s) and 1911(s).Comment

Not sure where you are from but there is a great ad in the market place today for a 10/22 and bearcat Ruger SA 22 for $500....if I had the money around i'd gladly spring for those.

You are probably going to keep it for a long time, so why buy junk? Buy a nice quality gun. I'd recommend starting with a quality bolt action 22 rifle, then add a revolver, then add a pistol or semi-auto rifle, building each step of your collection around quality guns.
