    Bullet button for Scar 17

I am purchasing a Scar 17 from a friend that lives in a much freindlier state. If he ships to a FFL here without a BB can I have one installled during the DROS period to make it CA compliant?

Have it shipped disassembled (very important!) and you should be good to go.

Make sure your FFL is ok with this before you ship though as some won't do this even though it is legal.

For extra safety he could just have the upper sent to the FFL and the lower (plus the removable, non-receiver parts) shipped directly to himself.

If it's being shipped to a CA FFL dealer without an assault weapons permit, then that dealer can not legally accept the firearm and must send it back.

If it's being shipped to a CA FFL dealer with an assault weapons permit, then that dealer can legally accept the firearm and modify to be CA legal. Good luck finding a CA FFL dealer with an assault weapons permit that won't charge you a hefty fee to do this.

The other posters are spot on about the alternate method of having it transfered. Have the out-of-state seller ship just the upper receiver of the FN SCAR-17 to your CA FFL dealer and ship the lower receiver to you. The upper receiver of the SCAR is the firearm that needs to be 4473/DROS + 10 day wait and the lower receiver is just parts.

Most important part in all this is finding a good CA FFL dealer that knows what they are doing and won't charge you lots of money. Transfer fee can range from $60-250 depending on the CA FFL dealer. So, shop around before having the firearm shipped.

Also remember, if you intend to keep the folding stock, the overall length of the SCAR-17S with the stock folded needs to be greater than 30". So, you may have to add an extended muzzle device or fix the the folding stock in the open position in order to meet the minimum length requirement.
