Yes, with conditions.
The person who would get the handgun cannot be a 'prohibited person'.
The person must have a Handgun Safety Certificate.
The loan can be either very temporary, like for a trip to the range for target shooting, or a hunting trip. OR, it can be as long as 30 days - but for 31+ the loan is supposed to go through an FFL.
The loan must stay within one state - a CA resident lending to someone who does not live in CA and who then takes the gun out of state (or, the CA resident goes back to CA) cannot be distinguished from an illegal interstate transfer.
