What are you trying to do?

Are you trying to sell your mag rebuild parts kit to someone out of state?

Or trying to get a mag rebuild parts kit sent to you in CA?
"Then there are sheepdogs. The sheepdogs are the bastions of safety. The sheepdog lives solely to protect the flock and confront the wolf. They live for the opportunity to be called to duty to protect the innocent. The sheepdog has fangs and the propensity for violence but hopes that he will not have to resort to it. However, he lives for that day when he will be able to use his warrior skills and mindset to keep the wolf from harming the sheep."

PC 12020 bans the selling, manufacturing or importation of standard capacity magazines...in CA. Other states may have a similar law - i.e., MA (IIRC). So you may want to check with the state laws you plan on selling to.

Why not? There are many companies that sell standard capacity mags "so called high caps" to out of state customers.

If you own them you can sell them to free states that don't have restrictions. You could also tear them down and sell them to CA residents as parts kits.

The one thing you can't do is import them or manufacture them in this state.

          12020 (a)(2) Commencing January 1, 2000, manufactures or causes
to be manufactured, imports into the state, keeps for sale, or
          offers or exposes for sale,
or who gives, or lends, any large-
          capacity magazine.
That's the one that'll bite you in the *** in CA if you're selling them to people elsewhere unless you've got whatever permit or blessing from the CADoJ to sell them.

You can however sell parts kits to other places.

The penal code makes no specification that the buyer is in a free state. It merely says that exposing or offering for sale(assuming the seller is in CA) is enough to get you in trouble.

Yes, you want gaseous, not liquid or solid.

You actually want to get rid of legally owned large-capacity mags?

You can take any mags you like out of state and sell them to anyone eligible to buy such things under the laws in the other state.

But, as noted, unless you have a permit to sell large-capacity mags from CA, you may not offer such critters for sale inside CA. You can sell parts kits - those are not magazines until assembled.
