That doesn't mean they are going to agree to it. Don't waste your time with people who don't want to handle your legal goods. Support those that support you. That is what I would do, but you are entitled to make your own decisions.

I agree with tenpercent, don't make to much of an effort to convince your local shops to do the ppt. I've gone through that process and wish I had not wasted my time trying to talk those guys into doing my transfers. Now I drive 60 miles one way just to support an ffl that does transfers, and doesn't give you any crap.

It's only 2 hours to Sacramento and we have multiple FFLs willing to transfer OLLs

Most FFLs will PPT an OLL even if they will not transfer one from out of state. Their relatively correct interpretation of the law is that they do not have discretion about in state PPTs between two CA residents.

Yes, the FFL MUST do a PPT. But, they can refuse to do it if they think you might do something illegal with it like buy Hi Cap mags online. A FFL can refuse to sell or transfer for a lot of reasons so be careful what you say while in their presence. Like any business a FFL can refuse service if they are not comfortable with the transaction. It is best to not push it and do like Tenpercentfirearms says.
