Out of state Handgun purchase question

I have a friend who lives in Nevada with 2 handguns he is willing to sell me used. One is a S&W M&P 45 compact and the other is a Rossi ranchhand.
both are not on the roster and would have to be single shot exempt. My question is can he bring them down next time he comes down and we both go to a shop that handles sse and transfer them or can he only ship them to the shop?

Generally speaking, there is no law requiring FFL to FFL, so coming to CA and both going to an FFL is legal.

Such a transfer would be an interstate transfer, as you've already figured out, since you mention Single Shot conversion for the off-Roster transfer.

What I don't know is exactly at what point the FFL/SSE work must take place. I think, to make things a bit more obvious, that the guns should go from out of state directly to the converting FFL. There's an issue, not very obviously enforced, with importing unsafe guns - off Roster guns - for sale. FFLs can import.

I know he could ship to your FFL to be SSE'd. Would seem silly he couldn't walk them there, but...this is CA.

Your FFL could take them into inventory, but then you'd be looking at sales tax.
