You essentially have to be eligible to buy the rifle...

Look here first. The ODCMP site has all the info you need.

You almost need to be eligable to buy the rifles.

For ammo and parts you only need to be

          - 18 years old
          - a US citizen
          - a member of an affiliated club (CRPA, GCA, your local range maybe)

For rifles you need to be all of the above and then also have proof of marksmanship activity or an exemption (really old, honorably discharged military, FFL...)

NRA does not count any more (for political reasons).

For national clubs, The Garand Collectors Association counts as do a couple of other action shooting clubs. On a State level you have the CRPA, but they suck (or should I say we suck since I'm a life "member" of the CRPA). On a local level you can check the CMP's web site to see if any ranges close to you are affiliated. There are a lot of local ranges affiliated in California.

Join the Garand Collectors Association. Their fee is cheap, you get a quarterly newsletter and they send your membership info directly to CMP.
