Why not? If it comes with a letter from the DOJ stating it's for assisting those with limited mobility would that not be discrimination by the state??? Just asking. Why then would it be legal in other states?? OK I know, the same reason why other states can have 30 rnd mags...

It does NOT come with a letter from CALIFORNIA DOJ, just the Federal DOJ.

it comes with a letter from BATF not CA's DOJ. BATF is federal DOJ is state. the BATF allows it for the 50 states but each state's DOJ has the option to add their own rules to it or completely shut it down. like 30 round magazines, BATF says you can have them but CA's DOJ says NOPE! or BATF says you can have an AR without a bullet button but CA's DOJ says NOPE! you can buy one and use it if you ever take a trip to NV or AZ or any non-communist state.

I believe it falls under 12020 - Its not a ATF thing, is a CA DOJ thing (as usual...)

            (23) As used in this section, a "multiburst trigger activator" means one of the following devices:
            (A) A device designed or redesigned to be attached to a semiautomatic firearm which allows the firearm to discharge two or more shots in a burst by activating the device.
            (B) A manual or power-driven trigger activating device constructed and designed so that when attached to a semiautomatic firearm it increases the rate of fire of that firearm.
