you may want to outright ask him what he would like, if you don't have a clue as to what he would want.

I tried. He says "nothing" but I was looking for some "outside the box" type of gift for him.

How about some books or manuals that outline how to make needed items (soaps, generators, etc.) from apparent scraps when the modern item is no longer available. Also medical, survival, planning, etc. Kind of a McGuyver how-to book. How granny made lye soap from whatever was available in 1930. These books seem to run $10-40 on Amazon. Here's one example (look lower on the page to see a selection of other related books that might also appeal).

if he recently purchased a new handgun... some extra magazines for him, or an accessory he can use for any of his guns.

outside the box? that can get tricky. oh... what kind of sunglasses does he like? an extra pair of sunglasses is always a welcome sight for those that wear them frequently. and it's a gift that will last... unless he breaks or loses them frequently.

Don't the military get exclusively those Oakley SIs which are way better than the commercial grade ones?

To OP, buy a keg of beer for him and his buddies or families when he will host a get together. Wait.... does he live with you or does he have his family?

Seconded. I have Aquaponics and window/small-plot farming manuals on my Amazon list, plus some shelter and trapping/skinning guides.

Also, gift card to a store/online vendor he shops at a lot.

yes.... various government agencies have contracts with Oakley.

another suggestion which has already been mentioned, could be gift certificate.
