      The law has not changed.

It is a misdemeanor for an FFL to charge more than $10 above State fees for a PPT.*

*The buyer may be required to purchase a gun lock.

Yeah you got over charged. I'd go back and demand your $10 back with a print out of the PPT Regulation. Did you buy a gun lock? They could've charged you the $10 towards a gun lock. And what does your receipt say?

Sort of doubt it since the OP is from Marin.

But what are you going to do when the kitchen-table FFL has already entered the DROS and is now demanding $27 over the statutory limit?

Hand him the phone after dialing this # 916-263-4887 (CA DOJ Bureau of Firearms).... have him ask them what the mandatory PPT fee is.

Receipt just says, "ppt fee". Did not include a lock.

Thought I got ripped off. Thanks all.

If you haven't handed him the cash, then don't pay and leave. He loses $25 from stupidity.

Well, he would lose $10. Meanwhile, I would lose my pistol and two hours of my life.

If he has already done the DROS online, he would loose the $25 that he has to pay the state PLUS his $10 profit. The seller can just take it back and the two of you can go to a FFL who is not a criminal instead.
