Can confirm it is indeed a Brokos Belt (VTAC). I just picked one of these up and went to a training with it. Frickin rocks!!!
Inner belt may be harder to ID, but seems to be VTAC Cobra belt. In all honesty though, the inner belt doesn't really matter.
