I know the letter says 30 days, but it's been almost a month and half now, the check is still not cashed yet, is this normal or should I call the DOJ?

Yep, all my renewals have taken between 30-45 days. Just sent my check yesterday, I'm not expecting anything spectacular until end of December (like last year).
The fate of the wounded rest in the hands of the ones who apply the first dressing.

You could always give them a call. Last year I needed mine for work and couldn't start without it and after 2 calls a day for 3 days mine went to the top and was issued and in my hand in 2weeks.There are 3 kinds of people in this world.
