There was a CA DOJ(for LEO eyes only) document that listed tannerite as something for LE to be on the lookout for as an IED. The document was called Disguised Weapons(april-june 2006) and tannerite had an entire page dedicated to it(pg 12). Unless you want to spend some time in the pokey, don't use tannerite in CA.

The common ag noisemaker is a propane cannon (used to keep birds off the grape vines, for example). Tannerite needs a bullet to set it off; doubtful that's workable in agriculture.

Yep. If I recall correctly no one can prove it is legal or illegal. I know a lot of people that use it around my area and I don't know anyone that has gotten harassed about it.
