The guy with the burning bldg in background was carrying an AR style rifle in addition to the gold Dragonov. Would that be arms from Pro Government forces, because all the rebels seemed to have AK's?

Entirely possible that Gaddafi had some in his collection. It's also possible that one got sold to a government somewhere long ago and after control of various weapon caches changed hands between coups and rebellions in the region, it eventually found it's way into the hands of one of the rebels.

Hard to tell from the pix and vid, BUT

Look at the shape of the receiver.

Furthermore, look at the handguards, they are of uniform length, where as the PSL is off set.

Good observation, its an M16 rifle no doubt! It may have been given to some rebel groups by the Qatari or the UAE governments. They're helping the rebels along with Nato & use exclusively American weapons.

.... as for the gold plated rifle, it could be a customized Draganov....
