    AR Pistol Lower

    is CA the only state that does not allow for registration of a pistol lower (with the exception of LEO)

    what states allow a person to go into a store and purchase a lower, and register it as a pistol from the beginning?

    You seem to be confused about the requirements to import a pistol and concluding CA prohibits registration of an AR pistol receiver. If I were to return to CA with an AR pistol or a bare AR pistol receiver, I can register it with DOJ. In fact, they require me to do so once I take up residence in CA again. Any state where an AR pistol can be sold can record the original purchase on the 4473 as a pistol. Kinda like ordering some of the Para lower receivers from CDNN, having them shipped to my FFL in Herndon, VA, then picking them up as pistols. As long as they have never been built up as a rifle ( had a buttstock attached) it can remain a pistol.

      BATFE 4473 = "handgun", "long gun" or "other"
      CA DROS = "handgun" or "long gun"


      Under Federal laws/regulations, a stripped AR lower is neither a "long gun" or a "handgun", it is a "other".

      So in all 50 states, an AR lower (even one that is marked "pistol"), is transfered by a FFL dealer as a "other" on the 4473.

      Only complete AR pistols are transfered as a "handgun" on the 4473.

      Federal laws/regulations also allow a person to make a "other" into a "long gun" or a "handgun".

      However, due to the CA DROS system and the CA DOJ approved list for handgun sales, AR lowers can only be DROS'd as a "long gun", unless the person recieving it has an exemption.

      So in CA, an AR lower is transfered to a non-exempt person as a "other" on the 4473 and as a "long gun" on the CA DROS.

        I think it dumb that I can buy a stripped lower and build a rifle,
        But I can't buy a stripped pistol lower and build a pistol. To me the stripped pistol lower could have the pistol paperwork done just as easy as the other ones paperwork was so WTF?

        If it's gotta be dros'd as a pistol, fine , do it.

          Because of the CA DOJ approved list for handguns sales and the fact that there are no AR pistols on that list...
          It can't be DROS'd as a "handgun", unless you have an exemption.
