October 8th new rifle laws?

    October 8th new rifle laws?

    Did i hear right that October 8th, something is happening to make purchasing a rifle is as hard to purchase a pistol??

    No, what would happen is that AB809 would become law, then down the road(2013 or 2014 iirc) rifle transfers would be registered the same way handgun transfers are regestered.

    That is if it does not get vetoed(and a lot of the people who will chime in and say Brown will let it become law were also saying he would gladly sign it the day it got to his desk, they were wrong about that, we will have to wait and see if he vetos it or not, but I hope and think he will)

      Thats why...Invest in guns now! Sell the wife, kids dogs...GUNS!!! Kidding aside, I am getting my "bad" ones now. I don't want to miss out if there is any "grandfathering" later on.

        If AB 809 is signed or allowed to become law, the law changes on January 1, 2014, according to the bill.

        And 'hard' isn't really an issue; the DROS software would have to be altered to accept gun info for long guns, some forms would have to be re-written and used by families for intrafamilial transfer of long guns as well as handguns, and folks moving into CA would have to file the new 'personal firearm importer' form for long guns as well as handguns.

        Generally, laws do not take effect in the middle of the year.

        In order it's
        • immediately on signing if marked as an 'urgency' bill
        • on whatever date the bill itself specifies
        • on January 1 of the year following the signing/allowing to become law.

          Will CGF take this bill as priority one to fight in the court if it becomes law? or is it of little importance and second to Carry License?

            I would guess it is likely to be a "down the road" item, after Carry, Roster, and possably magazine capacity and AW laws.

              and the first of next year I read the Penal Codes change and get separate sections for types and violations.

              It was suggested that they will attempt to re-word some laws... like add "buying" for a large capacity magazines violation.

                interesting. yeah i just hope some annoying laws here can get fixed back to normal. Shall be interesting to watch it all go down.

                    There really isn't a 'translation table'; some of the changes are 'this definition applies to [long list of sections]'.

                    Bills proposed this session have been using the new numbering, since those bills would take effect when the new PC numbering was effective.

                            The best place to fight registration is *politically*.

                            Registration is difficult to fight in court, and registration is likely not that challengeable under Heller given 'organized militia' portion of RKBA history.
                            Peripheral drama relating to the degree and extent of pain involved in getting to registration and how that affects acquisition of a gun is challengeable (if you have to produce your garbage bill from 1972 and get your kindergarten teacher's signature you're sane and that takes you 3 weeks to gather, that won't fly. But noting your DL# name and address and gun information will likely fly.)

                            As litigation moves forward, registration can really no longer lead to confiscation for a nonprohibited person.

                            The 10 day wait is far more fixable - buyers of their Nth gun, along with NICS instant check, merely experience harassment as no new information is garnered over the 10 days and no damage is prevented (given the owner has other guns already).

                            That, combined with carry license fixes, semiauto rifle law attacks & fixups, and Roster issues will be the largest items on the radar. Ammo bans will also be up there since restricting ammo rights is restricting gun rights and ammo can't really have more or different hoops to jump thru than guns.
