    Off Roster question

    Does being on the roster (as bad) mean that I cannot bring that weapon into the state when I move here or does it mean (or both) that I cannot buy that gun here. Lets just say I showed up with a pistol that had a threaded barrel, or an AR without a bullet button.
    What is the law regarding moving to CA with my guns?

    The Roster applies to selling guns, and limits what an FFL may transfer. It has no influence on moving here, on parent-child transfers, and on private party transfers facilitated by a CA FFL (the only legal kind).

    A handgun with a threaded barrel, however, is not a Roster issue, but an 'assault weapon' issue. See the handgun flowchart.

      Welcome to California! No doubt you have noticed that state gun law is really complicated and nonsensical. You have quite a bit of reading to do here to completely answer your questions.

      Threaded barrels on handguns are completely outlawed.
      California also classifies semiautomatic handguns with certain features as "assault weapons"
      12276.1. (a) Notwithstanding Section 12276, "assault weapon" shall also mean any of the following:
      (4) A semiautomatic pistol that has the capacity to accept a detachable magazine and any one of the following:
      (A) A threaded barrel, capable of accepting a flash suppressor,forward handgrip, or silencer.
      (B) A second handgrip.
      (C) A shroud that is attached to, or partially or completely encircles, the barrel that allows the bearer
      to fire the weapon without burning his or her hand, except a slide that encloses the barrel.
      (D) The capacity to accept a detachable magazine at some location outside of the pistol grip.
      (5) A semiautomatic pistol with a fixed magazine that has the capacity to accept more than 10 rounds.
      Unlike rifles, there is no requirement for pistols to be centerfire, only semiautomatic.

      In most cases an AR type rifle without a bullet button is an Assault Weapon and completely outlawed. Read the CalGuns Wiki for details.

      Importing into the state magazines with a capacity greater than 10 rounds is completely outlawed. You may disassemble your magazines and bring them with you as parts kits. The parts may be used to rebuild magazines of greater than 10 rounds capacity that were owned by CA residents before 2000.

      There is a Safe Handgun List (Roster) and a Assault Weapon List (Rifle Roster) Two different things entirely.

      Generally you can bring your handguns here when you move, as long as they are not assault weapons, fill out the form to notify the CA DOJ. The Safe Handgun List only applies to firearms sold by CA FFLs, not to handguns moving in with new residents nor for Person to Person Transfers.

        Quick answer dont bnother bringin them here to ca will never be allowed unless you swap barrel on handgun or cut the threads off.

          I've heard it said here that you can put a cover over the threads and weld it in place and it's considered not to be a threaded barrel. I am not an expert in this question and you should look for more information.

          You are considered to be a personal handgun importer as defined by California law. You may bring all of your otherwise California-legal firearms with you, but you must report all of your handguns to the DOJ within 60 days as required utilizing the New Resident Handgun Ownership Report. [ http://ag.ca.gov/firearms/forms/pdf/ab991frm.pdf ] You are not required to report rifles or shotguns. You may not bring ammunition feeding devices with a capacity greater than ten rounds, machineguns, or assault weapons into California.

          #26 How do I know if my firearms need to be registered?

          There is no firearm registration requirement in California except for assault weapon owners and personal handgun importers. However, you may submit a Firearm Ownership Record to the DOJ for any firearm you own. Having a Firearm Ownership Record on file with the DOJ may help in the return of your firearm if it is lost or stolen. With very few and specific exceptions, all firearm transactions must be conducted through a firearms dealer.


          There is no firearms registration in CA in the sense that you don't have a legal document validating your legal ownership that you have to show when asked. Sales of all guns through an FFL (virtually all sales) produce a record kept by the CA DOJ. Handgun sales records are kept on file. Long gun sales records are destroyed once the sale has been approved and is complete.

          There is a new bill passed by the legislature and sitting on the Governors desk that would require that records of sales of long guns also be kept on file. The Governor will either sign this into law or veto it in the next couple of weeks.
