    Quick Q: Legal to open-carry at a City Council meeting? Or no? Or depends on city ordinances? Or...?

    Um... no.

    PC 171b prohibits firearms in public buildings and at meetings required to be open to the public. Doesn't matter whether it's loaded or not.

    Since CCW holders are exempt from 171b and 12031 (loaded firearm in a public place) it's theoretically possible to open carry (even loaded) in a public building if you have a CCW. However, to the best of my knowledge this hasn't been tested in court.

      If you want to go to a make a statement at a city council meeting it would have to be with an empty holster.
