I keep getting told different things. Is it or is it not legal for us to own things like body armor and helmet or no?

yes. If you are a prohibited person I think you can't, but If you can own guns, I don't think there is any law stopping you -

You just can't be a prohibited person (which I think is less restrictive than buying a gun) and even then prohibited persons can apply for a waiver from I think the local sheriff if their job requires them to wear body armor.Gun control is a 1" group at 500 yds!Comment

completely legal......but like said about you cant be a prohibited person ie felon, and if you were to use it in the commision of a crime it is an enhancementsi vis pacem para bellvmComment
