Multiple handgun PPT in single transaction question

I was reading the BOF faqs and noticed this:

For a private party transfer involving one or more handguns, the total allowable fees, including the DROS, safety, and dealer transfer fees, are not to exceed $35.00 for the first handgun and $31.00 for each additional handgun involved in the same transaction.
My question is what do they consider a single transaction? Is a trade considered a single transaction or is a single transaction X number of handguns from one seller to one buyer.

This has me confused since each handgun requires a separate DROS and from what is written one DROS does not equal one transaction.

Multiple handguns exchanged between the same seller and buyer, IMHO, though I've not received clarification from the BOF.

You and one seller PPT three handguns = 1 transaction.

You and three sellers PPT three handguns = 3 transactions.

That's what I figured, as well as not receiving clarification from the BOF.

Each Handgun must have a separate DROS because the firearm information (make, model, SN, etc.) must be entered. So each handgun has a cost associated with it from MCI. The first is $25 and the subsequent ones are $21. I believe.

So the "You and one seller PPT three handguns..." would also be 3 transactions. Wouldn't it?

It is three separate DROS. The dealer is paying for all 3. 25 for the first and 21 for each subsequent DROS.

Then the dealer gets 10 bucks a pop for the deal... thats why were all so wealthy

I understand that each handgun requires a separate DROS. The question was what constitutes a single transaction.

For instance would a trade I did with another member be a single transaction or two transactions.

It could be considered a single transaction in that I am only dealing with 1 other person, or it could be two transactions in that I am acting as a seller for one DROS and a buyer for the second DROS.
