His name is Buford Tune.

He supposedly has quite a reputation there and not the good ones. A few weeks ago, he shot his pinky while doing press check. People were not surprised for some reason.

As far as shooting his pinky, when performing a press check.
Buford likes to cover the muzzle with his pinky so the bullets don't fall out of the hole. Come on people, if you don't cover the muzzle the bullets gonna fall out!
