    Postal troubles

Ok, 2 questions about shipping a long gun USPS:
1: is there any form for a private party to fill out when shipping to a dealer? (not a 1508, which states under penalty of perjury that the signer is an FFL)
2: is the Post Office entitled to a copy of the receiving FFl's license?
2a: I'm 99% sure they are not; is there any documentation supporting this, other than the fact that a long gun could be shipped to many legal addresses for many reasons and it's none of their gaddang business?

    1.) No
    2.) No
    3.) 11.3 Rifles and Shotguns

Although unloaded rifles and shotguns not precluded by 11.1.1e and 11.1.2 are mailable, mailers must comply with the Gun Control Act of 1968, Public Law 90-618, 18 USC 921, et seq., and the rules and regulations promulgated thereunder, 27 CFR 178, as well as state and local laws. The mailer may be required by the USPS to establish, by opening the parcel or by written certification, that the gun is unloaded and not precluded by 11.1.1e.

    Firearms mailing regulations are here:
