what are the differences between the two? will rings and accessories for one fit the other?

if it fits weaver it will fit picatinny, if it fits picatinny it will sometimes fit weaver... as a general rule. Picatinny is just a standardized version of the weaver rail, whereas some weavers will vary in notch depth or distance apart on the rail.
