I know you can not ship primers with out paying the hazmat fee, but can you ship brass that have live primers in them with out paying the hazmat charge?

Primed brass is not hazmat. It is considered ORM-D just like ammunition.

Label the package "CARTRIDGES, SMALL ARMS ORM-D" and ship it ground via UPS or FedEx.

ORM-D is a DOT hazard class and is still legally a hazardous material. Because of the reduced shipping restrictions, HAZMAT charges are usually not required for ORM-D materials.

Cartriges, Small Arms is a DOT proper shipping name (PSN) for complete cartridges with propellant and bullet. Using that PSN for any other material would be a violation of the regulations. The proper PSN would be Cases, Cartridge, Empty with Primer. They are classed as a Division 1.4 explosive material and there is no packaging exception to reclass as ORM-D.
