    Registering a Handgun

    Question for you..

    How would one go about registering a handgun when the original owner cannot be located anymore.?

    I have a co-worker who traded his handgun with another co-worker and the one he traded with is no longer a co-worker.?

    Both of these guys know they needed to register the guns..

    The thing is after they traded the second co-worker was involved in a shoot and after that never returned to work due to PTSD.

    The first guy wants to register that gun but the original owner is gone somewhere..

    Is there a way that he can register his gun?? without the original owner being present.

    He can fill out the self-registration form and send in the 19$.

    It doesn't erase the past crime of "trading" handguns illegally, but it will properly register the handgun in his name and exempt him from prosecution if this is the only way the DOJ finds out about the past crime.

          Late submission of the C&R handgun registration form and the personal handgun importer registration form comes with the exemption from prosecution that you describe. But I am not aware of any exemption from prosecution for sending in the self registration form to report a handgun that was illegally transferred. If the statute of limitations has not yet expired on the illegal transfer then in theory CalDOJ could use the form as evidence against you at trial. But nobody has ever reported getting in trouble, so...

              Send a statement of facts to ca doj. They have always responded to my inquiries without prejudice. Or get on phone and get the agents name who you are getting advice from. They are not trying to make work for themselves or trap people. Be honest and discreet and it will work out.

                This is a good course of action, but an agent giving you bad advice won't avoid a conviction.
