      It's still a firearm, regardless of whether or not it it's configured to be fireable. Try taking UOC a gun that has the firing pin removed on an elementary school campus and see if you don't get convicted. It's legally the exact same situation.

      Does it make sense that you have to treat a stripped lower as a complete rifle?
      NO.
      Does the vast majority of California gun law make sense, either, though?
