    What is ammo manufacturing?

What constitutes being an ammo manufacturer?

If you were to reload for someone and charge them for your service (their brass), would this be considered manufacturing and require your FFL?

politely, what happens if there is a squib load, or a double charge? loose a hand, how much insurance do you have? imho, using their brass, misses the 11%excise tax. in a freakshow thread anyways...

Yes, you would need a FFL.

        Plus, good insurance.

See here, and there are probably state and local laws to contend with as well:

          (a) No person shall engage in the business of importing, manufacturing, or dealing in firearms, or importing or manufacturing ammunition
More info on some of the state laws here, and CA even regulates the sale of gunpowder:

Can I give or sell my gunpowder to my friends?
