I was just told at our local USPS that I cannot mail a rifle to a FFL dealer myself that it must be mailed by a FFL to FFL.Has something changed?

Nope, that's how USPS is. You shouldn't have any trouble using UPS, though you can't go through those privately owned UPS hubs. -

yes, I believe it has to be an actual shipping depot. although you could go to the USPS site and print out the info that says they can ship it for you. I read about a calgunner doing that one time on here. They told him "no" so he found the regulation and brought it into the post office and was like "yes, you can."Comment

You may ship a longgun through USPS Priority to an FFL without any issue, as long as it's unloaded and securely packaged.
If you run into some strong-willed and extremely wrong USPS counter staff, then go to the next nearest post office. They will cause more trouble and headache than they're worth, and the ones I've encountered seemed to get off on loudly proclaiming your supposed criminality to anyone nearby. File a complaint with their postmaster after you've got the longgun lawfully shipped.Comment
