i have a question. i have a friend that i have taken out shooting. she likes it a lot and would like to own a rifle. but we dont know if she can. she is from canada but is a legal resident here. she has a permnant residence card. has a full time job, rents a house, pays taxes and has a clean record. so can she purchace a rifle? thanks for any help

Yes she can, just check with the guns shop first, I think she needs proof of residence for the last three months.

Unless things have changed since I had my FFL:

She's going to need her Resident Alien Card with her I number on it, Drivers license or CA Id card, then she'll need three consecutive months of utility bills to establish residency.
