    Am I correct that:

    AP handgun ammo = Illegal

    AP rifle ammo = LEGAL

It's more complicated than that. For instance importation of steel core 7.62x39 is illegal.. I believe there is also obscure law that FFl's can't sell even the old stock of it. It's not true AP ammo though IIRC there is some other banned ap rifle calibers/loadings.

You're right about that. Federal law defines AP ammo differently than California law, and neither define it the same way the U.S. military does.

Federal law only bans the importation and manufacture of AP ammo for civilian use. Federal law also forbids most types of FFLs from selling AP ammo. It's perfectly legal under Federal law for non-FFLs to buy, sell, own, and use AP ammo. The Federal definition of AP ammo is only supposed to apply to handgun ammo, but the law says BATFE can declare rifle ammo to be AP handgun ammo if the caliber may be used in a handgun. So far BATFE has declared 7.62x39 and 7.62x51 to be "handgun" calibers.

California law bans possession of AP ammo, but it also excludes rifle calibers from the definition of AP.
