    Body armor question

So upon searching the forums, I have now discovered it is legal for me to buy body armor here in CA (I remember reading if I can buy a handgun, I can pretty much buy armor, long story short). I am looking for soft armor IIIA panels to fit into a vest like the 5.11 Tactical plate carrier, or DBT FAPC. The only problem is, the only panels I can seem to find that would fit into what is essentially a hard plate pocket are ones made by Paraclete and Diamondback Tactical. DBT only sells their panels to LE and military (which sucks because it's exactly what I'm looking for), and Paraclete makes something called plate backer inserts. From my understanding, the plate backer works in conjunction with hard panels to provide protection against rifle rounds, but can also be used by itself just a soft armor panel against handgun calibers?

Rifle Protection - a wide selection of Small Arms Protection Inserts (SAPI ) in Steel, Ceramic and Ultra-light Polyethelene Plates in ballistic Level III and Level IV, plus Rifle Plates Carriers.
I've never seen an American flag burned at a gun show.

So rifle plate backers can be used as standalone panels for IIIA protection?

That's a company policy, not a law. If an authorized buyer decides to sell it after the initial purchase, no law is broken.

Sorry, but I completely disagree, and that is also incorrect. There is no law against citizens from owning ANY type of body armor,
the only law against Body Armor is that felons may not own it. Like mstlaurent posted, that is often a corporate policy to not sell to civies.
