    Understanding a C&R license

Please help me understand what the point is to getting a C&R license. Cant anyone buy a C&R eligible gun without a license. Any input would be appreciated. Thank you.

As it applies to CA residents...

CA law allows the transfer of 50+ year old long guns between non-licensed CA residents without the need to transfer it through a CA FFL dealer.

A C&R FFL allows the licensed person to purchase a C&R long gun from another state and have it shipped direct to them. No CA FFL dealer is needed to do the transfer (no DROS/4473 & 10 day wait).
-A non-licensed CA resident can purchase a C&R firearm from another state but it needs to be shipped to a CA FFL dealer, where the buyer will do the DROS/4473 & 10 day wait.

A C&R FFL (03-FFL) allows the licensed person to travel to other states, acquire (purchase & take possession) C&R firearms and bring them back to CA. C&R handguns need to be registered with CA DOJ BOF within 5 days of returning to CA.
-A non-licensed CA resident can travel to other states and purchase C&R firearms, but can not take possession of them. They need to be shipped to a CA FFL dealer, where the buyer would then do the DROS/4473 + 10 day wait.

A C&R FFL and a COE exempts the person from the 10 day wait when acquiring a C&R firearm from a CA FFL dealer.

A C&R FFL and a COE exempts the person from the 1 in 30 day handgun wait.

A C&R FFL and COE exempts the person from AB962 and can still mail order handgun ammo.

One drawback is I believe your inventory is subject to inspections.

Only your C&R inventory is subject to inspections, and you can do it at the BATFE office away from your home if you wish.

I still haven't purchased a rifle with mine yet, but I've saved more than the 30 I spent on it with just discounts from Midways, it's worth it!

There is one major problem with a C&R FFL. You will always be broke due to all the too-good-to-pass-up deals you will find.

Thank you all for the great information. Thank you Quiet you explained everything great and I fully understand. I think I might need to get me a C&R license. I believe someone said it cost $30 to get it. Is that correct?

You will save $30 the first time you by a C&R long gun mail order and have it shipped directly to your home.

Midway gives a 10% discount to C&R licensees.

I was able to walk into J&G in Prescott and walk out with two C&R rifles in just a few minutes.

                        Definitely worth it!

So what is the process of actually obtaining the license and how much is it.

Go this site http://www.atf.gov/forms/dcof/ and order form F 5310.16 (F7CR) - Application for License (Collector of Curios and Relics) Under 18 U.S.C. Chapter 44, Firearms

Fill it out and mail in with $30. Mail or deliver the second copy to your chief law enforcement officer (police chief or sheriff). It is simply for their records, they don't have to take any action or give you approval.

You will have to keep a bound book to record all C&R firearms that you acquire or dispose of while you are a license holder. The book and your inventory are subject to inspection.

The C&R license is for you to add firearms to your personal collection. It isn't a way to get around gun laws and get guns you intend to immediately sell, or get guns shipped to you for friends, etc.
                            Revolvers are not pistols

pistol nouna handgun whose chamber is integral with the barrel
Calling a revolver a "pistol" is like calling a magazine a "clip", calling a shotgun a rifle, or a calling a man a woman.
