      Flare launcher's aren't classified as firearms, that can be shipped to your door.

                  You can even go to walmart and buy flare guns and they arent even locked, I almost bought one because it was so cheap. (no idea what ide use it for) This one just happens to have a regular rifle body

                    In spite of US Coast Guard regulations I'm surprized that CA hasn't tried to ban the sale of flare guns. Even a plastic flare gun will fire a flare a few hundred feet into the air. If someone fired one into your belly you'd most likely die. Jumping into water wouldn't extinguish it.

                      that and with a steel insert modifying it to 12gauge you can possibly shoot defense rounds of course that would be dangerous and illegal.;but i am sure there are unscrupulous beings out there that would do that...

                        Maybe you could do it... once. The inserts I've seen don't cover the breech face and it might be pretty exciting at the user end (for a few milliseconds, at least). Nothing to worry about after that except calling for medical aid.

                              Im not sure how long these will be considered legal.

                              They were originally designed/made for grenade ammunition and have (iirc) rifled bores.
