        question I have is I just did a PPT for a handgun, cost me $45 and change, thats mainly because i Had to buy an 8.99 lock mandatory for handguns and a $10 "Turners handling fee"?

        is the handling fee legal?

            ANY firearm that is transferred to a dealer in order to be transferred to you, private seller or not, where the seller is not standing with you IN PERSON at the FFL is considered a "dealer transfer" and your FFL can charge you whatever they want on top of the 25$ DROS fee.

            The ONLY exemption is the PPT. A PPT is a "private party transfer" and is defined quite narrowly in this state. In a PPT the buyer and seller must both be present at the dealer in order to transfer the firearm. The purchaser will pay $25 DROS and a $10 fee, which is the max allowed by the state.

            If a "private party" sells you a gun in CA, but they live 400 miles away in the Bay Area, they're probably going to ship the gun down to your FFL. This is no longer a PPT. It is a "dealer transfer".

              Fees for a PPT are $25 DROS and $10 PPT fee = $35 total not including a lock if needed.
