basically, as long as you don't violate any other PC, such as making an SBR (barrel <16") or making an MG, then you can swap parts on your RAW as much as you want.

Do you want an AOW or C&R SBS/SBR in CA?

Are you saying it's ALREADY registered, or that you have one that is NOT registered but should have been, so you're trying to change it so that it's not the one that is listed? If you DID register it, do whatever non-full-auto or short barrel changes you want. If you DID NOT register it, erase this threat and contact a pro-gun lawyer for the proper way to dispose of it.

If unregistered. Don't destroy it. Strip it, Save the parts, and demill the lower. Then simply replace the lower with an OLL. If it is registered. Swapping the upper is fine. It is the lower reciever that is registered.

The simplest way to answer your question is, "Yes."

If its a RAW (Registered Assault Weapon) then the only things you can't do are:

                - Put a upper with a barrel shorter than 16 inches on it

                - Put an upper and lower combination that would make the overall length less than 26 inches

                - Put any parts that would make it a full auto firearm

Other that these... go crazy and have fun.
