Yes, there is a 10-day waiting period for the lower receiver.

You'd have to ask your FFL regarding his policy on payment.

There's a ten day wait because you never know when in a fit of passion someone would take that receiver and throw it at someone else.

My experience has been when I go in to do the DROS, I pay the fees upfront. Keep in mind that they can't start DROS until they physically have the reciever in their possesion. So if you're driving an hour, it won't do you any good to go pay if they don't have the reciever there

Actually, that's true for handguns. However, for long guns it comes down to store policy - some will allow you to DROS with a receipt, some won't even require that. Still others won't let you start until the receiver is in.

1st off, where are you located... we may be able to point you to someone closer.

Do that FFL have the item in stock? If not, there is no point for you to GO there... have him bring it in first... if he requires payment for special order item... then you should pay for it... probably over the phone with your credit card...

But before he do the DROS for you, most, if not all, will requires payment.... cuz... it is called "Dealer's Register of Sales"..... if you don't buy/pay... where is the sales... (lol.... )

And... an "AR receiver" is a FIREARM, that's the reason why you have to go thru a FFL rather than you can just have anyone sell you one and ship it directly to you.... and for a FIREARM, there is 10 days wait, in CA....
