Current wait time for sending a rifle into CA?

Correct, any delay is due to provider issues, slowdowns in their system. Its a slow time of year for sales so there is no demand based issues.

It takes me a day longer then many to ship to CA because of distance, thats all

Only delay would be from the shipper.

Only delay would be them shipping it to your FFL. It all falls on the seller and has nothing to do with any law or the industry.
