    Rebuild Kits

    Being new to the AR world I have noticed a lot of magazine rebuild kits for sale. For Ar's and handguns.

    I know you can no longer purchase high capacity mag in CA. I know you can sell the parts, but can you build them and legally use them?

    When I did a search it pull up all for sale threads.

    You cannot manufacture a brand new hicap magazine in CA if you do not have a hicap mag permit (which is nearly impossible to get if you are a commoner such as myself), or if you have some other exemptions (e.g. law enforcement, manufacturer).

    The rebuild kits are used by folks who legally owned hicap mags prior to the CA year 2000 ban. They disassemble the old one, replace key parts, and reassemble. You start with 1 hicap, you end up with 1 hicap.

    YOU CAN go out of state with your rebuild kits, reassemble then (say in NV), use them all you want, then disassemble them again before you get back into CA. This is legal. There is no law that says you cannot own the mag parts individually, and CA does not have constructive possession laws.
