I have a friend who wants to ship an upper from his colt m4 to me in CA, can he just break it down and send it to me? I know you have to notify the postal service if its able to cause harm but this would just be the upper, no lower or ammo or anything to cause harm

Dude, calm down.
An upper is not a gun. It does not have to be declared.
Tens of thousands of AR uppers go thru US Mail and other services every day without incurring panic.
Ship the mofo.
Now, if it's a true Colt M4 - meaning a 14.5" barrel - and if you have a lower receiver, you should not take possession of it unless/until it's been modified with some muzzle device to get it to min 16".

I've shipped uppers through USPS several times..its not a big deal at all. People buy uppers all the time online.
What I meant was dont have him ship you a 10" upper if you dont own a AR pistol lower. There's really no way to actually enforce the law, but you dont want to be stuck with the parts to create a SBR.Comment
