Age to buy a stripped lower

What is the age requirement to buy a stripped OLL receiver?

21 for a stripped or complete lower. 18 for a complete rifle.

For a while it was 18 as that is the age you have to be in California to buy a long gun. However, I have heard recently that it is now 21 as a stripped lower is not a long gun in its current state and so FFLs will only sell to someone over 21, similar to a handgun. Im not sure if that is law or some FFLs simply trying to cover themselves legally.

It has nothing to do with California law. The age requirements I posted are federal law. FFLs are not trying to cover themselves either. If they illegally sell to someone under age, their FFL will be pulled. They are just running their bussinesses within the law.

Yes, it is legal for someone over 21 to buy a stripped lower, build it and then, decide to sell it to someone over 18. Or, your parents could buy one and give it to you. It is that easy.

Sounds to me like a straw purchase... I would be careful about doing such a thing, especially posting about it. If I were you I would just try to save a bit longer and get a complete rifle if you want one before you are 21.

It would not be a straw purchase. I can buy a lower or another firearm and then legally sell (through a FFL) it to whoever I want to. I guess we all should be glad that you are not a FFL, DOJ or ATF investigator.

You can buy it from anyone as a complete rifle. Your parents could give you a stripped lower without having to transfer it through a FFL. Your parents could even give you a handgun without going through a FFL. But, with a handgun, you would need to have a HSC and fill out a intrafamilar transfer form.

Sounds good, then my hopes have not been destroyed yet =P What do you need to buy a stripped lower? Is it the same process as buying a long gun? Or do you need proof of residency (electric bill or w.e.) like a pistol?

In the situation he described, whether he or his friend is the actual buyer is debatable IMHO. And whether his friend is "acquiring the firearm on behalf of another person" is unclear to me. Its probably ok (especially going through FFLs), and its doubtful he would ever get caught, I just tend to error on the side of caution.
