    PLR 16 have one but not here

    I am military stationed here and been here for 6 months. I left my PLR-16 Keltec with my brother in Illinois. For those that don't know it is a 556/.223 pistol that uses AR mags about 18" long and semi-automatic.
    I've read the flow charts but this is gray since it is a pistol.
    Questions:
    1. Do I need a conversion to fixed magazine (BB) since it is a pistol?
    2. It has a threaded barrel so I cannot purchase it in CA, but I may own it if new resident Right?
    3. If I fly back with it with no magazine do I need anything special, should I register it first before it enters CA?
    4. Can I fire preban 30 rd mags, I guess also is it an AW? Of course it has a pistol grip it is of course a pistol.
    5. Should I leave it in my brothers hands til I leave THE PEOPLES REPUBLIC OF CALIFORNIA?

    Are you active-duty military with orders for CA?
    If so, you can get a military assault weapons permit, which will allow you to legally possess the Kel-Tec PLR-16 in CA.
    However, once you get orders for another state or go off of active-duty, you will need to take it out of CA or render it CA legal.

    Several calgunners own CA legal Kel-Tec PLR-16s.

    In order to be CA legal, the Kel-Tec PLR-16 will need a magazine lock and the use of 10 round or less magazines.

    If it does not have a magazine lock, then it is an assault weapon (felony).
    If it has a magazine lock and you use a large capacity magazine with it, then is is an assault weapon (felony).

    Also, keep in mine those "pre-ban" large capacity magazines you say you have, in order for them to be legal, you needed to have possessed them in CA sometime before 01-01-2000.
    However, you said you got to CA sometime in 2009, so unless you visited CA with them before 01-01-2000, you violated CA law for importing large capacity magazines.
    Large capacity magazines that have been issued to you by the military are a different matter, because you do not own them, the government does.
