Long answer = yes, but only for "special people".

Technically, almost all Title 2 (NFA) firearms are legal in CA for civilians to own/possess.
However, the reality is only Gov/Mil/LE agencies, FFL/SOT dealers and prop masters can possess them.

Many people still cut off their barrel:

1. They use hack saw and no crown job,
2. cut off stock to make overall very short.

Usually, gangbangers do it.

I saw some original pistol barrel AR with lower with stock. Nice guns, but illegal without DOJ/ATF approval.
