From what I understand it's a HK UMP 9mm and:
You can get a fake suppressor to look like that one
You won't be able to use the folding stock as the overall length requirement won't be met
You'll need some sort of Raddlock/bullet button
You'll have to use 10 round magazines, unless you had them before

But I'm sure someone will answer more definitively

Yeah, but even then I don't know if it meets the 30" requirement without extensions. I know people have USC UMP conversions etc. but that's way beyond my knowledge.

Even if the rifle is 30" long, the barrel still has to be at least 16"....correct? Does the fake can count as part of the barrel (assuming it is welded on)?

Fake cans count. The barrel doesn't have to be 16" (like AR with 14.5" + permanently attached flash hider). To make one that looks nice, you might want to check hkpro forums or ask xfilterx who's one of our HK aficionados.
