Seriously, I used to see things just like that when I sold guns behind the counter for a chain store here in So Cal. I would always ask, are you familiar with this model? Of course the answer 90% of the time was yes, even though they did not.
I would always open or lock the bolt back and check to be 100% before handing the weapon to them.
If I saw someone handling a weapon like the first guy, I took it back, and went over the operating points. As for the other guy, I would just take it back, while telling them to always point in a safe directions, and never at someone.

I can take solace in knowing that darwinism will take care of people like that.
Hopefully it will happen in an ironic (or poetically justified?) gun incident in which those guys will inadvertently shoot themselves (or each other) while pointing the [most likely loaded] gun at their face to make sure there nifty little laser sight is working.
